Risun Xiaoyi Base is located in the Modern Coal Chemical Industry Park of Xiaoyi Economic Development Zone, Shanxi Province. It is a base where Risun provides technical guidance and management services, and is also the first base of the Group in Shanxi Province. It was established in October 2021 through cooperation between Risun Group and Shanxi Jinda Industrial Group, covering an area of 2,190 mu. Its main products include clean coal, coke, coal gas, ammonium sulfate, crude benzene, tar, etc.

As the first acquisition and cooperation achievement of Risun Group for a mixed ownership company, Risun Xiaoyi Base successfully introduced three major asset management companies to participate in Risun's merger and acquisition business, cooperated to restructure the target company's debt, formed a competitive mechanism, and ensured the solid and steady progress of the merger and acquisition. At the same time, it indirectly achieved equity cooperation with two major coking coal groups in Shanxi, exploring a new model of acquisition and merger through participating in the target company's debt restructuring and equity cooperation, achieving a win-win situation for the target company, creditor units, intermediary agencies, and Risun.

There are currently 7 physical enterprises in Risun Xiaoyi Base, including Shanxi Jinda Coal Chemical Technology Limited, Xiaoyi Anda Gas Pipeline Transportation Limited, Xiaoyi Jinda Railway Transportation and Sales Limited, Shanxi Coal Transportation and Sales Group Jinda Coal Industry Limited, Xiaoyi Jinda Coal Industry Limited, Shanxi Qinyuan Fenghuangtai Coal Industry Limited, and Qinyuan County Jida Coal Industry Limited. It has two coal mines with an annual output of 2.4 million tons of coking coal; two pithead coal washing plants, with an annual input of 3 million tons of raw coal for washing; a coking plant with an annual output of 1.5 million tons of coke and a coking unit under construction with an annual output of 650,000 tons; a railway transportation and sales platform company with an annual shipping capacity of 3 million tons. It forms an industrial chain that combines upstream and downstream co-production and coal coking, realizing a modern coal circular economy that integrates coal mining, pithead coal washing, large-scale green coking, dry quenching power generation, LNG co-production of synthetic ammonia (under preparation), coke oven gas pipeline transportation, and logistics (railway shipping station). It has won honors and qualifications such as Shanxi Province Ultra-low Emission Environmental Performance Enterprise, Shanxi Province Top 100 Private Enterprises, Lvliang City Top 50 Private Enterprises, Private Enterprise Tax Contribution Award, and Private Enterprise Transformation and Upgrading Award.

Looking towards the future, Risun Xiaoyi Base adheres to the development positioning of "building a leading enterprise with advantages in Shanxi Province's key coking industry park of millions of tons", completes ongoing projects, and implements planned projects. It expands the boundaries of coal mine resources and improves the financing infrastructure; it promotes seven companies in the base to achieve high profitability in the industry, enhances the integrated management level of sales, operation, production, supply and research, and becomes a leading enterprise in various aspects of the same industry in Shanxi.
