Risun Laoting Base is the first park of Risun Group to be located along the coast, and it is also one of the strategic arrangements for Risun's business to expand from coal chemical industry to petrochemical industry, and from basic chemical industry to material chemical industry. It is located in Laoting Economic Development Zone, Hebei Province, in the hinterland of Jingtang Port Area, the economic center of the Bohai Rim region. It was founded in October 2008, covering an area of 4,000 mu, and has Tangshan Risun Chemicals Limited and Laoting Huayang Thermal Power Co., Ltd. (the only steam supply unit in Laoting Economic Development Zone). It has 4 product lines, 7 sets of chemical equipment, and complete supporting facilities for heating/electricity, mainly including 560,000 tons/year crude benzene hydrogenation refining (the world's largest monomer), 300,000 tons/year styrene, 100,000 tons/year industrial naphthalene based phthalic anhydride, 150,000 tons/year crude glycerol refining, as well as 2×130t/h high-temperature and high-pressure coal-fired steam drum boilers, 1×15MW back pressure heating units and other devices. It produces and operates more than 10 products such as pure benzene, phthalic anhydride, styrene, etc.

The overall project planning of Risun Laoting Base follows and integrates the strategic concept of Tangshan's "Four Points and One Belt" economic development pattern, relying on the environmental advantages of Laoting Lingang Industrial Agglomeration Zone, and forming a high-tech, intensive, low-cost, and low-energy consumption circular economy industrial park development model. Looking towards the future, Risun Laoting Base adheres to the development positioning of "laying out new materials and new energy, further improving the industrial chain and supporting facilities of the base", expanding scale, reducing costs, and consolidating the foundation of chemical industry. It carries out process innovation, integrates supporting facilities, develops new products of weather resistant materials and high mechanical strength materials, and strengthens high-end chemical industry. It introduces technology, transforms achievements, and develops projects such as POE and coated asphalt; it continues to research the fine chemical and new materials industries, forming multiple product line advantages, and building a new energy and new materials industry base.
